Updated Ministerial Instructions: Temporary Moratorium on Federal Entrepreneur Class Applications

Federal Immigrant Investor Program (IIP): A cap of 700 new IIP applications will be considered for processing each year. In addition, as of July 1, 2011, all new federal Immigrant Investor applications must be submitted to the Centralized Intake Office (CIO) in Sydney, Nova Scotia (see Operational Bulletin (OB) 320 for more information).
Federal Skilled Worker Program (FSW): A cap of 10,000 new FSW applications, without an offer of arranged employment, will be considered for processing each year. Within the 10,000 cap, a maximum of 500 new applications per occupation will be considered each year (see OB 318 for more information).
Federal Entrepreneur Program: A temporary moratorium on new applications will be placed on this program.

These are the findings of a new study analyzing how employers in the Greater Toronto Area responded to 6,000 mock résumés for jobs ranging from administrative assistant to accountant.

Across the board, those with English names such as Greg Johnson and Michael Smith were 40 per cent more likely to receive callbacks than people with the same education and job experience with Indian, Chinese or Pakistani names such as Maya Kumar, Dong Liu and Fatima Sheikh.

Good morning,
On Friday, the Hon. Deb Matthews, Minister of Health and Long-Term Care, announced funding for a new no-cost dental program that ill be available in Ottawa, which will help ensure that eligible kids can establish and maintain good oral health.
Accessing dental care for children can be a challenge for some Ontario families, particularly for those without dental benefit coverage. The new Healthy Smiles Ontario program will ensure that kids can have regular visits with a dentist or dental hygienist. This program is anticipated to benefit about 130,000 kids throughout the province and is expected to be fully implemented locally before the end of the year.
Administered by Ottawa Public Health, the program will provide preventive dental care at no cost to kids who:
• Are 17 years and under.

• Are members of a household with an Adjusted Family Net Income of $20,000 per year or less

• Don’t have access to any form of dental coverage.
By making regular trips to a dentist or dental hygienist, kids will be able to prevent cavities and other dental problems that can contribute to diseases later in life. The program will give kids access to services like check-ups, cleaning, fillings, x-rays, scaling and more.
The Healthy Smiles Ontario program is part of our Poverty Reduction Strategy to reduce the number of children living in poverty by 25 per cent over five years, and supports the five-year Open Ontario Plan to provide more access to health care services.

"Most products we buy will see no new tax
Most of the products we buy every day will see no new tax. There are a lot of products and services on which we already pay the PST and GST. For these products, like cable and phone services, new cars and adult clothing, there won't be a change. On July 1, 2010, instead of paying 13 per cent tax to two different governments (8 per cent provincial and 5 per cent federal), there will be one tax — still 13 per cent, collected by the federal government.

No PST now, no HST after July 1, 2010
There are some other items now that have no sales tax on them, such as basic groceries, municipal transit and prescription drugs. On July 1, 2010, there will still be no HST charged on these items.

Point-of-sale rebate
Other products will be eligible for a point-of-sale rebate for the provincial part of the HST. This means you will only pay the 5 per cent federal portion of the HST. These include print newspapers, books (including audio books), diapers, children's clothing and footwear, children's car seats and booster seats, feminine hygiene products, and qualifying prepared food and beverages sold for $4.00 or less.

No new tax for 83 per cent of products and services
In total, about 83 per cent of products and services purchased by consumers will see no new tax. Only 17 per cent will see a new tax, things like personal and professional services such as hairstyling and legal fees, as well as energy costs including home heating fuel and electricity.

Government of Canada will welcome more economic immigrants in 2010

Toronto, June 26, 2010 — Canada is adjusting its 2010 immigration plan to put even greater emphasis on economic recovery and further reduce the federal skilled worker backlog, Citizenship, Immigration and Multiculturalism Minister Jason Kenney told a news conference today.

“When I met with my provincial colleagues last week, they all stressed the importance of economic immigration,” Minister Kenney said. “As we recover from the recession, increasing economic immigration will help ensure employers have the workers they need to supplement our domestic labour supply.”

Each year, Citizenship and Immigration Canada (CIC) sets out a plan for the number of immigrants it intends to welcome within economic, family and humanitarian immigration categories. The planned range for 2010 is 240,000 – 265,000 immigrants. CIC generally achieves the midpoint of this range. In 2010, CIC anticipates achieving the upper end of this range, allowing Canada to welcome more immigrants in the economic category than originally planned. This includes federal skilled workers and record-level numbers of provincial nominees, without reducing the number in the family or humanitarian immigration categories.

Minister Kenney noted that some of his provincial colleagues expect the need will grow further in the years ahead. “This is something we will need to take into consideration when we consult more broadly on plans for future years,” he said.

Even with higher numbers of economic immigrants, Canada still receives many more applications than can be processed in a timely way. As a result, the department is limiting the number of new applications it will consider in the federal skilled worker category every year.

“Canada will continue to welcome historically high numbers of immigrants, but we need to manage the number of new applications or risk creating new backlogs and longer processing times,” Minister Kenney said. “We have more than enough applications on hand now to fill many of our needs, and we want to be fair to those people who have been waiting the longest.”

Effective immediately, to be eligible to apply as a federal skilled worker, applicants must either have a job offer, or they must have experience in one of 29 in-demand occupations. These occupations were identified through analysis of updated labour market information and consultations with provinces, territories, stakeholders and the public.

For those applying under the occupation list, the government will limit the number of applications considered for processing to 20,000 per year as a way to better manage the supply of applications with labour market demand. Within the 20,000 limit, a maximum of 1,000 applications per occupation will be considered. The limit does not apply to applicants with a job offer.

In addition, all federal skilled worker and Canadian Experience Class applicants must submit the results of an independent language test before they will be considered.

Other than the language test result requirement, these changes apply only to the federal skilled worker immigration category. The authority for the changes, known as ministerial instructions, comes from amendments to the Immigration and Refugee Protection Act approved by Parliament in 2008 as part of the Action Plan for Faster Immigration.

The instructions are meant as a flexible tool to allow the government to keep the intake of applications for economic immigration in line with the number and types of jobs available in Canada, as well as reduce application backlogs and processing times.

Since the first instructions were issued in November 2008, the backlog of federal skilled worker applicants in process prior to the legislation has dropped from 640,000 to 380,000. The majority of decisions on new applications are being made in six to 12 months, compared with up to six years prior to the changes. But in the first quarter of 2010, the number of new applications rose significantly beyond the department’s ability to process them in a timely way, leading to the recognition that a more refined approach is necessary.

“These changes bring Canada in line with the practices of the United Kingdom, Australia and New Zealand, our main competitors for skilled immigrants,” said Minister Kenney. “They help match the supply of applicants to our processing capacity and today’s post-recession job market needs. This is the only responsible way to manage our immigration system.”

The Government is also proposing new eligibility criteria for the immigrant investor program so it makes an even greater contribution to the Canadian economy. Proposed regulatory changes will require new investors to have a personal net worth of $1.6M, up from $800,000, and make an investment of $800,000, up from $400,000. These proposals were pre-published today in the Canada Gazette for a 30-day public comment period.

Canada’s current criteria for investors are the lowest in the world, and have not been changed since 1999. As a result the program draws a larger number of applicants than can be admitted every year under the immigration plan, and processing times are increasing.

Until the changes are finalized, the Government will stop accepting new investor applications to prevent a flood of applications before the new criteria take effect, which would stretch processing times even further. When the new criteria are in place, new applications will be processed alongside the old ones. In this way, Canada can begin to realize the benefits of the changes immediately.
“Canada needs investor immigrants,” said Minister Kenney. “These changes are necessary to keep Canada’s program competitive with that of other countries, and keep pace with the changing economy.”

“While most immigration consultants working in Canada are legitimate and ethical, it is clear that immigration fraud remains a widespread threat to the integrity of Canada’s immigration system,” said Minister Kenney. “The Cracking Down on Crooked Consultants Act will better protect prospective immigrants from crooked consultants and help safeguard our immigration system against fraud and abuse.”

“Crooked immigration consultants victimize people who dream of immigrating to Canada,” said Minister Kenney. “Worse still, there is evidence that these individuals encourage prospective immigrants to lie on their immigration applications, to concoct bogus stories about persecution when making refugee claims, or to enter into sham marriages with Canadian citizens and permanent residents. This undermines the integrity and fairness of Canada’s immigration system.”

Free Career Bridging Program

Objectives
To facilitate internationally trained immigrants from IT professions to acquire the job-specific and workplace English language skills that will enable them to find and keep jobs in the fields for which they are qualified.

Jan 5th – April 25th , 20092 evenings/week & Saturday Morning

Training Contents:

1. Professional Communication in a Canadian Context:

100 hours of intensive classroom training in workplace and job-specific language-training terminology and how to apply it in written, spoken, and group presentation form。

2. Practice for the Canadian Workplace:

100 hours of group work on projects that incorporate the lessons of the first module into
practical demonstrations and exercises geared toward the IT workplace in Canada.

3. Professional Life in a Canadian Setting:

Supervised Placement: 100 hours of on-thejob training.

Eligibility-Training is free for eligible candidates
+New immigrants with permanent resident status or convention refugees
+English level at CLB 6 or above
+Internationally trained IT professionals, working or looking for jobs in IT sectors
+Childcare is available and bus tickets are provided to eligible participants.
+Practice IT workplace English
+Learn Canadian workplace culture
+Be part of Hands-on projects And placements
+Access job referrals and networking with employers
+Free Career Bridging Program For Internationally Trained IT Professionals
